As the Principal of Burklund Consulting, Adam Burklund brings over two decades of hands-on experience working within the Texas Capitol landscape. He has earned a reputation as a masterful strategist and a diplomatic mediator. Adam excels at fostering meaningful connections, ensuring that every facet of his lobbying practice is anchored in unwavering honesty, ethical standards, and high-level professionalism. With a background as a practicing attorney and a degree in Mechanical Engineering from Texas A&M University, Adam possesses a rare technical perspective that is invaluable for deconstructing complex legal and regulatory hurdles.

He has leveraged this diverse expertise to guide policy

development in sectors ranging from healthcare and natural resources to banking, insurance, transportation, and local government. A significant cornerstone of Adam’s career involves empowering associations. He focuses on helping small-to-mid-sized organizations find their voice and successfully traverse the legislative and regulatory environments.

 

Adam’s career in the Texas governmental sphere began with roles at the Texas General Land Office, the Office of the Attorney General, and the Houston Mayor’s office. His extensive legislative pedigree includes serving as general counsel for major Senate Committees, including Transportation and Business & Commerce, where he managed high-stakes policy agendas. Additionally, he served as counsel and policy analyst for the chair of a powerful Senate committee while maintaining responsibility for a broad range of policy issues, bill drafting and outside stakeholder engagement. 

Alongside his father, Adam continues to run the Caldwell County farm where he was raised. Beyond his professional life, he is a dedicated family man who finds creative fulfillment in songwriting and is always ready to dive into a hands-on mechanical project with neighbors, friends or family.

Association Representation

Trade associations and associations of local governments play critical roles in state policy making. While such organizations can amplify the collective voices of their membership, they also face unique challenges.

 

Adam has spent his lobbying career focused on association support, representation and advocacy. He has experience assisting associations with:

  • Governance issues

  • Entity structures and related federal income tax implications

  • Developing and executing legislative strategies, including PAC fund utilization

  • Establishing, identifying and strengthening relationships with key decision makers

  • Managing internal member alignment

  • Developing messages and general advocacy, both at the legislative and agency levels

  • Coordinating and engaging with other stakeholders

Legislative Services

Developing and managing relationships with the 181 Texas legislative offices, the Lt. Governor and the Governor is a gargantuan task. Adam has been developing working relationships with offices throughout the Capitol for two decades.

Regulatory Services

Engaging with state agencies can be difficult and requires strategic planning and thorough execution. Adam has years of experience dealing directly with agency staff, legal counsel and leadership on a wide variety of legal and policy issues.
